1. INTRODUCTIONS:
AIM & OBJECTIVE
i) To promote the improvement of public Dental Health and
Education.
ii) To maintain the honour and dignity and to up hold of Dental
Professions.
iii) To promote and advance Dental and Allied Science.
iv) To promote co-operation amongst the members thereof.
v) To work for abolition of compartmentalism in Dental Education.
Dental Services and Registration and Registration in the Country.
vi) To achieve equality among all members of
the profession.
vii) To work for public regarding Dental
Health.
2. TERMS OF ADMISSIONS MEMBERS
i) Members of Haryana Civil Dental Services can be member of
Haryana Civil Dental Surgeons Association after depositing
prescribed subscription fees.
ii) Outstanding personalities in the field of Art, Science and
Politics may be nominated as Honorary Members by the President &
General Secretary of the Associations.
3. THE CONSEQUENCES OF NON-PAYMENT OF
SUBSCRIPTIONS OR FINE
(I)If a member falls to give subscription fee in time, his
membership will be terminated and will be revoked only after full
and final payments of fee and arrear (it any).
4. THE FINE AND FORFEITURES TO BE IMPOSED ON ANY MEMBER
A. Membership of member will be terminated in following
conditions
i) Non-Payment of subscription fees.
ii) Any activity of member which is against the
Aims and Objective I of the Associations.
B. A fine or As. 200.00 will be imposed if a member is found
guilty of any activity which is harmful for the Association.
5. CATEGORIES OF MEMBER OF THE ASSOCIATION
i) AFFILIATED MEMBERS
These are ordinary members of the Associations. They will form
General Body of the Associations and form these Members Executive
Body and
Office Bearer will be elected.
ii) N-AFFlLlATED MEM :- These are Honorary Members of the
Association.
6.CATEGORIES AND EXPULSION OF MEMBERS/Office BEARERS
i) ORDINARY
Resignation and Expulsion of ordinary member will be decided by
the Executive Body.
ii) Executive Body Member/Office Bearers
Resignation and Expulsion of Executive Body Member/Office Bearer
will bi? decided by Executive Body.
However, its decision must be endorsed by the General Body
Meeting.
a) If General Body Meeting fails to take any
decision then the Presidents decision will be final.
b) In case of the President and the General
Secretary, General Body Meeting and the Executive Body Meeting is
not sufficient. The expulsion of the President and the General
Secretary will be effective only when 2/3rd
number of total number of the members of the association will decide to expel
the president and the General Secretary of the Association in General Body
Meeting
c) However ,if the president of the General Secretary resign due to his or
her family circumstances or any circumstances in which he or she wants his or
her. Registration accepted willfully then Executive Body's decision is
sufficient
7) FORMATION OF GENERAL BODY
i) All ordinary as wall as Honrary Members will form General Body
ii) Honrary Members will not have a right to vote for election of office
bearer
8. POWER AND FUNCTIONS OF GENERAL BODY
i) To elect office bearer/Executive Body Member of the Association
ii) To accept resignation of the office bearer
iii) To take decision regarding expulsion of any office bearer
iv) To amend any rule and regulations of the Associations
a) Rule & Regulations may be amended with the help of 2 / 3rd of
total number of member the General Body Meeting
b) Any proposal which is against the basic Aim & Objective of the
Association will not be permitted for amended or additions. However due to
complexity of the subject whether the proposal for amendment of any rule and
regulations is factually against the Aim and Objectives of the Association
will be decided by 2 / 3rd of the Association and only then amended
or additions, if any, will take place
c) Any rule or Regulation may be added or deleted approval of 2 / 3rd
members of the General Body Meeting
9. MEETING / QUORUM OF THE GENERAL BODY
i) Meeting of the General Body will be held at least three times in a year
ii) QUORUM:- 1 / 3rd of total members of the Association will form
the quorum of the Association for General Body Meeting
10.FORMATIONS OF GOVERNING BODY / EXECUTIVE BODY
I) Executive Body will be formed by election through members of General Body.
Any ordinary member can be the President and General Secretary. However,the
President is given powers to nominate the Vice Presidents. The General Secretary
will nominated by the President and the General Secretary
ii) The President and the General Secretary are empowered to nominate one
member each to Executive Body but nominated member must be an ordinary member of
the Association
11.STRENGTH OF THE GOVERNING BODY / EXECUTIVE BODY INCLUDING DETAILS OF
OFFICE BEARER:-
There will be eight members of Governing Body / Executive Committee. Out of
which six members will be Office Bearer of the Association.
Details of the Office Bearer
i) The President
ii) Two Vice-President
iii) The Hony. General Secretary
iv) The Hony. Joint Secretary
v) Treasurer
vi) Two Executive Body Members
12.MODE OF ELECTION OF THE GOVERNING BODY:-
i)THE PRESIDENT:-
The President will be elected by the General Body convened for the specific
purpose of election of the office bearer of the HCDS Association. The past
President will appoint a returning officer for the election. The returning
officer will invite the nomination papers for the post of the President. After
examining the eligibility of the members the returning officer will declare the
validity of the nomination papers and if necessary will order for the election.
Only eligible members can cast their votes and then returning officer will
declare the result.The Process of election of the President and the Hony.
General Secretary will be completed by the end of 31st December of
every year and new office bearers will take over the charge of office in every
January of coming year
ii) THE HONY. GENERAL SECRETARY:-
General Body Meeting will elect the Hony. General Secretary. The election
process is same as for the President
iii) THE VICE-PRESIDENTS:-
The Vice President of the Association will be nominated by the President from
the ordinary members
iv) THE HONY. JOUNT SECRETARY:-
Hony. Joint Secretary will be nominated by the General Secretary of
Association from the ordinary members
v) TREASURER:-
Treasurer will be nominated by the President and the General Secretary from
the ordinary members
v)EXECUTIVE BODY MEMBERS : TWO
One each Executive Body Members will be nominated by the President and the
Hony. General Secretary
13. POWER AND FUNCTIONS OF THE GOVERNING BODY:-
i) It will take decisions about various scheme to achieve Aim & Objective of
the Association
ii) Decision taken in Executive Body / Governing Body will be binding to all
members of the Association
iii) Governing Body will maintain the account of the Association
iv) It may raise the funds by way of Donations and Souvenir
vi) Governing Body can expel any member of the Association but this decision
must be endorsed by the General Body
vii) Governing Body will accept or reject the resignation of Association.
14. MEETING / QUORUM NOTICES AND AGENDA OF THE GOVERNING BODY MEETING:-
i) Four Meeting of Executive Body will be held in a year
ii)1 / 3rd of total number of the Executive Body will form the quorum
of the Governing Body
iii) At least 15 days notice will be sent for the Executive Body Meeting
iv) Agenda will be informed simultaneously with the notice
15.POWER AND DUTIES OF EACH OF THE OFFICER BEARER SEPARATELY:-
A) THE PRESIDENT : POWERS & DUTIES
a) Will preside over the Executive Body Meeting
b) Will slect the Vice-President by nomination
c) Will nominate Treasurer with the help of General Secretary
d) Will supervise account matters
e) If Executive Body Meeting fails to take decision but his decision must be
endorsed by the General Body
B) HONY. GENERAL SECRETARY:-
POWERS AND FUNCTIONS:-
a) will act General as well as Executive Body Meeting
b) will maintain all records and accounts with the help of the President and
Treasurer.
c) will select Hony. Joint Secretary by nomination
d) will run the proceeding of the Meeting
C) THE VICE-PRESIDENT:-
a) Will exercise the power of the President in his / absence
b) Will not take policy decision.
D) THE HONY. JOINT SECRETARY:-
a)Will act as General Secretary in his or her absence
E) TREASURER:-
a) Will keep the account in order
16.THE MANAGER FOR THE INVESTMENT OF THE FUNDS KEEPING OF ACCOUNT AND FOR AN
ANNUAL AUDIT OF ACCOUNT:
Account will be opened in the Nationalised Bank.The President, General Secretary
and Treasurer will open the account or all the three person i.e. The
President,General Secretary and Treasurer will nominate or authorise any office
bearer of the Association to run the account. Accountant will be opened at the
General Secretary's Residence
