Before 1981, The HCDS Association was not in
existence. Because the number of Dental Surgeons were a few. It
was in 1981, a group of six Dental Surgeons met together at the
residence of Dr. L.C. Jindal Dental Surgeon Civil Hospital Ambala
Cantt. and formally HCDS Association was formed. Dr. L.C. Jindal
was elected as a The President of the HCDS Association and Dr. J.S.
Dhatterv was elected as a General Secretary of the HCDS
Association. This Association worked for a year and then had gone
into disfunction. Then the Govt. Dental Surgeon has raised their
voice on the platform of the State Branch of Indian Dental
Association till Dec.1988. A Meeting of few Dental Surgeons was
held at Civil Hospital, Panipat in March 1989 and Dr. S.K. Jawa
was made the President and Dr. V.K. Taneja as General Secretary of
the Association. Due to the resignation of Dr. V.K. Taneja. Dr.
M.L. Bansal was given the charge of Hony. General Secretary of the
Association.
Here the tables were turned in the History of HCDS Association.
Dr. M.L.Bansal called a Meeting at General Hospital Mohindergarh
in May 1989 and Dr.R.K. Gupta of Bhiwani was elected as the
President of the Association. In June
1989, Haryana Govt. has taken a decision in which pay scale &
allowances were given to the HCMS Doctors.
I) Initial 2200-4000
ii) After 5 Years Regular Satisfactory Service 3000-4500
iii) After 12 Years of Regular Satisfactory Service 4100-5300
(Limited to 20°/a of Cadre Post)
However Dental Surgeons were left out. Dental Surgeons were
getting only 2000-3500 scale without any time scale.
At the name of the Association there were only five Dental
Surgeons in a Meeting at Civil Hospital Mohindergarh in June 1989.
Only five Doctors namely Dr.G. Singh, Dr. J.N. Verma, Dr. R.K.
Gupta, Dr. M.L. Bansal, Dr. R.K. Jam were present. There was no
finance with the Association. Even the money for postage was not
there. Everybody present in the Meeting was in a depressed mood.
Nobody knows what to do? in such a situation, Dr. M.L. Bansal gave
them a assurance to do whatever he can do for them. Dr. M.L.
Bansal immediately drafted a memorandum and sent to the Honble
Chief Minister Govt. of Haryana highlighting the gross injustice
was done to Govt.Dental Surgeons while revising the pay scale &
allowances to the Govt. Medical Doctors and a copy to Media
Personals was given. The Opinion of HCDS Association was widely
circulated in almost all Hindi National Dailies
After Pay Scale & Allowances, the Association activities were
limited to oniy lunch and General Body Meeting. Not many members
were taking any interest in the
Association. The HCMS Association was making calls for strikes for
revision of Non Practicing Allowances (NPA). As HCDS Association
was not having many
members so it was decided to co-operate the HCMS Association in
Meeting in 1992 at Karnal. An another Dental Surgeon Dr.
S.C. Sharma, met Dr. M.L. Bansal at Mehfil Restaurant Karnal, Dr.
M.L. Bansal enrolled him as a new member and motivated him
to do something for the Association. Dr. S.C. Sharma who was never
been a member of either IDA or HCDS, suddenly got changed, has
started taking keen interest of HCDS Association and in the
subsequent meeting he was elected the President of HCDS
Association.
In a Gazette Notification of Haryana Govt. vide no. 28/154/89-5HBI dated
09-04-1992 in which only members of Haryana Civil Medical Services-Il
were granted status of Class-I after satisfactory completion of probation
period. Dental Surgeons of HCDS Association which are at par with Haryana
Civil Medical Services in pay scale & allowances were not included in above
mentioned notification.
Now the HCDS Association was having two members i.e. Dr. M.L. Bansal
and Dr. S.C. Sharma, who were the Hony. General Secretary & the President
of HCDS Association, were active members. Dr. S.C. Sharma who was posted
at CHC Nilokheri District Karnal came to HAP Complex Madhuban on 30-04-1992
to meet Dr. M.L. Bansal and discussed the notification of Govt. in which HCMS
Doctors were granted Class-I status after two years of service and Dental
Surgeons
were left out.
A new executive body was constituted comprising of
President Dr. Pawan Dhanwal , Gen. Secretary Dr. Ravish Sharma , Treasurer Dr.
Pankaj Shoure, Vice Presidents Dr. Vikram Panghal & Dr. NS Malik with Dr.
Daljeetam Singh as advisor in Feb. 2009 .
